: If the recommendation of the advisory committee or research committee is of a nature that needs to be implemented immediately and if the meeting of the committee cannot be held immediately, the chairman of the committee may instruct the department to implement such suggestion in order to obtain approval from the meeting of the committee to be held immediately.
